Cell Phone Based National Emergency Alert System

When the NAB first launched its campaign to force operable terrestrial radio tuners into cell phones, they used the availability of EAS as a selling point, but seemed to de-emphasize that argument shortly thereafter. It looks like this FCC-mandated program was already in the works. The system claims a capability to deliver alerts despite congested networks. One would expect this system to operate in parallel with the EAS and its successor.
 
I hope this doesn't mean they'll be pushing 3am Amber Alerts for kidnappings at the other end of the state...

I've already had to decommission an otherwise perfectly good weather alert radio for this reason. (firmware predated the CAE code, so you can't disable it) Can't afford to be unreachable after hours, but also can't afford to be driving to work on 3 hours' sleep...
 
Have you ever tried to use a cell phone during an emergency? In Southern California were our four season are called: mud, flood, fire and earthquake the cell bands are overloaded within minutes if they are still standing. FMEAS in cells phones is probably a good thing but extending music and sports programming to cells phones is equally beneficial.

There are services that allow you to stream internet radio to your phone, and applications to do the same, but if you want to listen to good old FM radio you can get one of these...
