Central PA DJs in other markets?

I was visiting family in VA last weekend and surfing the dial on my way. Anyone know if the "Justin Lewis" on 107.3 in the MD/DC/VA area is the same as the one on 106.7 here? Can DJs do that? Any other (if that is the same person) central PA DJs on the air in other markets?

Yes, and it's done one of two ways that I can think of. First, the way it's been done for decades: jocks pull weekend shifts outside their market - for example, a Harrisburg afternoon jock might do weekends at a Baltimore station. Second, and a way that it's been done for a few years now: jocks who work for the same company "voice-track" shows from their home station and "send" them out to a sister station.
