Trying his best? Simple solution would be to get your ducks in a row before going on the air. Anyone who purchases a translator knows they're not meant to originate programming. You can't claim plausible deniability here.

This notion that you can't find a station for lease is also inexcusable. There's a large thread about KYND being available. I'm sure Bill can track the owners down for you. It's too expensive? Well, that's radio. There's a reason why people aren't rushing to start their own radio stations. Leases are expensive and it's a slowly dying medium. You should have taken a clue when LBI, iheart, Citadel, and Cumulus filed for bankruptcy recently and several others restructured (mostly downsized) their operations.

Every translator (except for 103.3 near Spring) has been called out for shady practices. Check the board.
 
They're not going to do anything about it because they don't have the manpower after being gutted in 2008. But that doesn't make it right. Only a moron would truly believe "It's only illegal if you get caught".
I've harped on this sort of thing in other threads, but the attitude of "I don't care as long as I don't get caught" unfortunately runs rampant in society today, along with "Rules are for losers" and "Reality is whatever I say it is." And those of us who understand what reality is, and follow the rules, become increasingly frustrated and marginalized. Sad state of affairs.
