CFMs

Those are REALLY low air flow numbers. A typical computer case fan can move 40+ cfm (Cubic Feet per Minute). So I guess we need more details on where your moving the air, and why?
 
Does the transmitter usually run cool to the touch or warm? If it's warm, I would say be careful going any smaller. If it usually runs cool, you will probably be fine because 1.5 cfm in not much at all.
 
Look at it this way - dropping from 5.6 to 4.11 has reduced the flow something over 20%. The original system surely had some leeway for dusty or restricted filters or heat sinks, but 20%? I'd go to a bigger fan... even if it had to be outboarded.
