Does anyone have any idea why when you do a digital scan ch 16 RF locks up? There isn't any programing but there is a carrier. I was at friend's house in Henrietta and he showed it to me.

Ch 16 in Rochester

WXXI-TV's digital signal is on RF 16. We use "21.x" as our virtual major channel, but there are several program services on RF 16 that don't carry PSIP data - there's an audio-only signal that backhauls program audio to WXXY 90.3 in Houghton, and additional data-only services. That might be what's causing the TV to lock on RF 16.
