Champaign Ratings Puzzle

Anyone else see the Champaign ratings posted on radioandrecords.com yesterday? They don't seem to make any sense. There are no ratings at all listed for WIXY, previously the market leader. And nothing listed for WHMS, WLRW, WCFF, or WPGU. Yet there are numbers for WGCY and WINH, along with some of the usual Chicagoans. What gives?
 
It's probably what's referred to as a selective embargo. If Saga isn't buying the book, their stations will still be rated, but the ratings won't be released to the public. That would explain the big disparity between numbers two and three.
