IMHO: Translators should count against the EXISTING market cap ownership with out expanding the Number of stations one owner can have in that market, unless the translator is covering an AM, or if it is re-transmitting a HD channel. Then that HD channel and translator has to LMA’ed to an operator with one or two signals in the market.* That way the existing operators’ semi monopolistic (oligopoly) investment is protected, and the market gets more “voices”.
*If the max number of stations in a market is 4 then the LMA's translators can not counted to increase the cap ownership limit to 5 or 6.
