Channel 117 on analog cable - what is this?

Actually cablecos have major incentives to complete these types of projects (Comcast started theirs in Chicago, called Project Cavalry). That way they can deliver more digital services (less bandwidth) and improve the bandwidth allotted to telephone and internet services.
