Channel 24 Still Analog?

Why is channel 24 still broadcasting in analog? It seems to be in Spanish.
 
WFXZ-CA (channel 24) is a low powered station affiliated with Azteca America. Low powered TV stations are not affected by the switch to digital. They can continue to broadcast analog. It doesn't even have a digital signal.
 
I'm near Lowell MA so that makes sense. Surprised they have call letters so close to WFXT.
