I'm in south Philly. I receive most signals (no 12 DT yet-Qualcomm/NJN) but channel 29 is spotty more often than not.
I called their engineering department to find out what's up.
Currently, the Main DTV transmitter operates through an antenna at lower height. The ads tell part of the story: analog power will be reduced (to perform modifications) on the 22nd of May-expected to be completed by the 13th. The DTV channel will operate on the AUX from May 22nd until the modifications are done (I think the figure quoted was 1200W-I could be wrong on that one) bThe DTV signal is expected to be up to its full power on the 13th (roughly 50% of the current 500kW) from the new location at the top of the tower. Reception should be OK during the interim period, I'm assured.
Delays may be caused by inclement weather or lack of tower persons.
