Low-powered stations are generally so much weaker than full-powered stations that they can co-exist alright. Generally, the full-powered station stomps on the LP pretty bad, but they're allowed to do so by the FCC. The LP knows what it's getting into when it asks for that channel.

What's more, as ch 34 is a secondary service, if their signal causes any interference to ch 33, a primary service, ch 33 can demand that ch 34 modify their signal or shut down altogether until the interference is resolved.
Ch 34 was the old LAT TV service, wasn't it? Is the new programming English or Spanish?
