Channel 44 in Raleigh?

I was riding through Raleigh (vacationing in Topsail Beach as I type) and I noticed that WHOA-LP was on the air on channel 44. But what is the station DOING? I saw a blank screen that started as black on the left and faded to yellow on the right. What the heck?

I had heard the station was going Telemundo, but I recall hearing that Telemundo was somewhat more entertaining. :p

I noticed through much static in Durham that WHOA is airing Telemundo programming now for at least the last two days--likely longer (I could barely see the network's "T" bug on the screen)
