Channel 51 - weak DTV signals

Is 51 planning on increasing their power or making antenna changes after the June 12 DTV cut over?

The reason I ask is that every full-power station in the Valley comes in gang busters with the sole exception of 51. I am perhaps 8-10 miles from South Mountain with an outdoor VHF/UHF/FM unobstructed antenna. All FP stations are at 100% signal strength except 61 (60-70%) and 51 (20-30%). Relatives in the North Valley (I-17 & Deer Valley Road) are reporting no 51 signal at all.
