Channel 7

They've been showing test patterns on 7.2, 7.3 & 7.4, as well as a frozen screenshot on 7.1. This has been going on for at least 6 months. Is this channel ever going to air programming?
 
I know they used to, but if they are airing test patterns and a frozen screen over 4 digital channels, there must be plans to do something. I was wondering what. Does RJ own all 4 channels?
 
If you're using a sensitive digital tuner in Philly and key in 7.1, wouldn't you wind up with WABC-TV?
It's the only nearby 7.1 (and also happens to remain on physical Channel 7, 174 to 180 mHz, sending a full power 123 kW signal from the Empire State Building). Even at a distance, a signal from that high an elevation (over a quarter mile HAAT) is going to clobber anything within 100 miles.
