CHIN Ottawa - 12 hours of CRI programming during weekdays

I listen to CHIN Ottawa (CJLL 97.9) quite a bit, usually to the Arabic programming in the afternoons (they've got the most interesting tunes going IMHO). I haven't been listening beyond that program for some time, so recently I was quite surprised to hear that CRI English had returned...then really surprised to find out that CRI now has a 12 hour block of programming over the Ottawa airwaves.

Are some rules being bent here? How it is possible that a foreign broadcaster, a non-democratic one at that, is allowed to be carried over the airwaves of Canada's national capital for half the day?

Heh, I thought they were airing programming from Toronto for various portions of the day and night.

They are required to maintain a Multicultural broadcast licence.
Sister station 100.7 (CHIN radio) sounds like it's meeting the regs fine.
 
IT seems to have affected CHIN AM 1540 as well. They and the Ottawa stations are now simulcasts for 12 hours a day,

You know what? That's bad. I think I liked CHIN better (in 2003 or so) when the overnight was designed so the AM side was open for practice and polishing up to eventually be good enough for the FM side...and if at all lucky, leading to a proper DJing job at a night club or (if lucky) a job as a radio announcer at Z103 or something later on down the road.

Oh well...
