Cielo 92.5 lights up from Stafford

The translator everyone forgot about has suddenly come to life from Stafford. RDS identifies as Cielo 92.5.
 
Maybe 92.5 here in Houston is also going to flip? I am listening to music on the station instead of listening to sports. English songs.
 
But then again it might be just a translator issue because 106.1 FM is also only playing 106.1 from Beaumont. 104.5 is having issue too .
 
It's running the generic programming from a Barix box. For those of you who don't know what this is, it's a device that picks up an internet stream and outputs audio to feed the transmitter. when you have a brand new barracks box and have not yet programmed it, this is the generic audio you get to tell you your Barix is working.
 
Listened to 92.5 on the way home this evening. Yes, music is playing from an Internet feed, and heard an announcement for DMD2.com, which is apparently associated with Barix: Digital Media Distribution AG

No sign of ESPN 92.5 and its sportstalk format, even near downtown. Judging from signal strengths along the way, I assume I was hearing K223DH from Stafford and not K223CW. Tropo is kicking up tonight, so there were a couple of other stations on 92.5 fighting to get through at times.

Isn't Cielo the format on the new 88.3 translator in Missouri City?
 
I am getting ESPN on 92.5 here in The Woodlands, with what sounds like different spots than 97.5… therefore it’s likely originating programming instead of translating KFNC.
 
Around 9:45 PM this evening (2/25), on 92.5 I heard a male voice announce: "DMD2. Customized radio made in Switzerland." No RDS.

I'm located about 3/4 mile southeast of the intersection of Dairy Ashford and I-10.

It's definitely originating programming at some points. During the football season, 97.5 carried their obligated Texas A&M football games while 92.5 had ESPN's national shows.

What does that pleading say? I see it's filed by one Omar Romero. But I can't get the PDF exhibit to load.
The petition alleges that the station in Stafford has no proper originating station, it has no agreement with the tower's owner to broadcast, it is broadcasting at over 1kW, and that it is "obliterating" K223CW.

According to Facebook, Omar Romero has no profile, but after some digging around, well let's just say....🍿
