City and County Services station listings?

Suddenly Virginia has flea-power stations for cities and counties in the 1600-1700 region. But I can't find them listed anywhere. Anyone know where they might be found? These aren't the traffic alert signals, by the way.

One example is WOHJ332 (I think) on 1630 in Chesterfield county.
