City of license of KAIC question

(I'm well aware that this should be under Arizona-Tucson, but since my screenreader won't allow me to do that, I'm putting this here. Any staff/moderator who can move this thread is encouraged to do so with a nice "thank you" from yours truly if it happens.)

Now to my question. I recall reading in a recent thread about the AM 1250 station in San Antonio that one of the other participants in that thread noted, with cited quotations from the FCC, that a station licensed to a community has to cover at least a third of that community with a city-grade signal. And that brings up the question ofKAIC at 88.9 mHz, a religious station licensed to Tucson, but which can not be heard anywhere in the city proper. Here is the information for that station from @Michi's FCC data site.


KAIC's transmitter is located in San Manuel, AZ, some 45 miles from Tucson, and it cannot move in any closer, primarily because the city's NPR news outlet, KUAZ-FM, is located at 89.1 mHz, and has great coverage of the city from its tower which, I believe, is on the University of Arizona's main campus in the heart of Tucson.

So, to reiterate, how can KAIC have a COL of Tucson when it cannot be heard anywhere within the city itself.
 
Somebody at the FCC not paying attention, just like when stations near the Mississippi sometimes get the wrong call letter prefix (K or W)?

In this case, KAIC is licensed to "Calvary Chapel of Tucson, Inc." and they have a mailing address in Tucson. Maybe they were able to slip it by some staffer who thought mailing address = COL.
