Would you consider Citytv to be part of the Canadian forth network?

I wish they have tv stations in Sasakchewan, Montreal, and Atlantic Providence.

Will CTRC consider 4th English TV station in these markets?
 
I wouldn't quite call it a fourth network because of its availability. I also can't see the CRTC licensing 4th stations in those areas. The populations of Saskatchewan and Atlantic Canada wouldn't be able to support it, and although Montreal theoretically could support it, there would be a lot of politics involved that would pretty much block it.
