They've always been very Wisconsin-centric, so perhaps that's what they mean by "hyper local."
Plus, many of their music stations do have a heavy local presence. WRJN does have a very heavy focus on Racine news and events, even as an oldies station. They also employ local air talents. The hourly news updates, for now shared with CBS News, are locally-focused. That hasn't changed much with the addition of the 1290 WRJM simulcast that serves Milwaukee (the 107.3 translator is pretty much worthless, and should probably be moved into Milwaukee itself).
Then, there's the pending acquisition of WNOV, and the LMA of WGKB, both heavily focused on the local black community. WNOV does have a few syndicated shows, but has long had a strong community presence. That should increase with the addition of WGKB and it's translator. They do twelve hours of local talk per day, repeated in the evening and overnight hours.
So, compared to other stations in the market (aside from WTMJ, WYMS 88.9), Civic seems to be holding up their end in regard to local presence.
