Civil Defense EAS Test Screw up?

Just before Rachael Ray ended at 11AM I left the TV in the family room while I went to take a shower. When I came back out about 13 mins later WTNH was in a commercial break. The View came back and immediately the EAS went off and scrolling was about a Civil Defense Weekly Test for the following areas and besides Connecticut they listed at least a dozen other states. Then after the list of states the rest of the scrolling message was filled with gibberish.
 
"Civil AUTHORITY", most likely.

Each time zone (and, there are a ton of them) gets a Required Weekly Test from FEMA, via the internet, using what's called CAP, or "Common Alert Protocol". They run at about 11:00 AM in each time zone where the US has states, territories, etc (including places like Guam and American Samoa).

Stations are not required to forward Weekly Tests from anyone, but some have not set their equipment up to NOT forward the CAP tests automatically...or, an operator did so in error (ours have at times).
