If they are, it's a deliberate decision on their part and probably good business. Tough to sell cross-border demos for either US or Canadian based stations these days. That's why CKLW, which once owned the Detroit market, basically gave it up in the mid-90s and stopped trying to compete with Motown's own news-talkers (WJR and WWJ) and became an Ontario-focused station. CKTB and its FM sister Hitz 97.7 can do better financially by aiming programming and sales exclusively on the Canadian side of the border. Only the Fort Erie station on 101.1 (CKEY, bka Z101) makes a serious try at being a Buffalo-market station these days. It's anyone's guess how well they do in reaching and selling the 12-34 demos competing with Kiss, the Edge, and WBLK, but I'd guess from the Arbitrons that it can't be a roaring success.
