Clarification of Houston's KRIV digital switch

Could someone clarify what is happening to Ch. 26 on the 12th? I have heard they are cutting power, and those of us in the north won't be able to receive 26 until the new digital facility is complete. Also heard that temporarily Ch. 26 will move to Ch. 27 until the digital is complete on 26. Where does the truth lie in all of this?
 
According to the online FCC database, KRIV is currently licensed for digital 500kw ERP on Channel 27. They have a modification of a construction permit to go with digital 1000kw ERP on Channel 26. Perhaps the latter facility is not ready.

Don't know why they wouldn't simply flip the current digital transmitter to Channel 26 and make the power increase when ready, unless there are RF exposure issues involved on site with the construction of the upgraded signal, and are temporarily lowering power? Would they stay on digital 27 past 6/12 while shutting off analog 26, then have viewers rescan when they finally make the channel change?
