Clasical Music on 152.780

Does anyone know why I'm hearing some sort of classical music station on 152.780? Very string signal in Essex County. Actually, it doesn't sound bad...but is it even legal??

152.78MHz, Federal News Radio, WFED from Washington DC. Probably one of the remote broadcast sites aboard the ships for our service members.

152.78 is assigned to marine and paging, etc. the above is probably correct, may be
some Naval ships close by?
 
Could this have possibly been related to the earthquake, and maybe the music being the "hold" audio until WFED had something to relay to its staff?

Is the classical still there?
