Class A with 10kw?????

Unless it's a typo, the FCC may have granted the higher than normal ERP by waiver, upon showing of a 'darn good reason'. That might include maintaining the required 1mV over the city of license at a low AHAAT, which is half the maximum allowed for an A.
 
According to the FCC, it won't matter a whole lot with the coverage area. The 60 DBu contour is expected to go about another 2 miles.

It was my understanding that the FCC regulated contours, not power or height. Otherwise, why would a class B station be allowed 1000 feet and 12,000 watts (referring to WFMS/Indianapolis). The same principle should work backwards.
 
Looking at the application, the TV Channel 6 study exhibit incorrectly suggests the protected class B contour of the TV station is 48 dBu where it should actually be 47 dBu for all analog TV stations. The interfering contour is also 88.5 dBu (with respect to 47 dBu) for channel 218 vs. channel 6 (not 80.5 dBu as shown). The proposed facility looks well clear of the TV channel 6 but the contours shown for each don't appear to make any sense.
