Class C1 boundary

Hi I notice that all of the stations between Windsor, Ontario and Quebec City, Quebec have maximum class of Class C-1. Is there a boundary like Northeast of the US and California that they have a restricted Class Limit for FM stations? If so, where is the boundary?
