Class I-B AM question

I know AM's on clear channel freq's can go on at night if their outside the 700km umbrella. What's the rules on stations on class I-B freq's? Has the FCC relaxed those as well? I asked this question on the FCC rules board and didn't get any info. Thanks for your help.
 
1-a's and 1-b's all now considered class A's. The 0.5mv/m 50% skywave contour of the class A is protected.
New stations 0.025 mv/m skywave can't touch class A 0.5mv/m 50% contour.
