Classic Concentration with Alex Trebek question

It originally aired from May 4, 1987 to September 20, 1991 on NBC, with reruns airing on many NBC affiliates from September 23, 1991 to December 31, 1993. Here in Philadelphia area, what was then NBC Channel 3 (KYW-TV) aired the reruns weekdays at 10:30am from January 6, 1992 to June 26 of the same year, when on that following Monday, The Montel Williams Show debuted in Philly and took the 10:00 am hour. This is according to old newspaper listings.

My question is this: Why did it never air in Philadelphia when they were originally broadcast from 1987 to 1991?
 
Check those listings to see if an independent in Philadelphia cleared it. In our market (Atlanta), our NBC station (WXIA/ch. 11) started clearing Classic Concentration two weeks after its debut as they were running Wordplay on a delay at 10:30 AM. The repeats aired on then-independent WTLK/ch. 14 (now Ion's WPXA), but seeing it was a crapshoot. Channel 14 is licensed to Rome GA (about 70 miles NW of Atlanta) and their transmitter is on Sweat Mountain in Cherokee County. At the time, cable systems were not obligated to carry the station so the only way to see it was with very good aerials.
 
I always thought that in cities like Memphis that an independent station like WPTY 24 and WLMT 30 at that time could make up a good daytime lineup of pre-empted game shows, mainly from NBC and sometimes ABC or CBS. Unfortunately that didn't happen very often.

Atlanta's independent channels 14, 17, 36 and 69 were the game show lovers' "Channels of Love" for their picking up network games discarded by the affiliates.
