Classic Hits Variations

Is there a reason why some classic hits stations WCBS FM in NY and Sunny 105.9 in Orlando seem to play a lot more variety than other classic hits stations such as WOGL in Philly and Krth in Los Angeles? Is it just by choice from the music director? I also noticed some classic hits stations slightly change their playlist only 1-2 times a year...but WCBS FM is adding some daily. Any ideas? I would prefer the stations to take WCBS FM and Sunny approach as to changing the playlist a lot more frequently.
