Classic Rock syndicator

I have a friend in a smaller market with an FM who wants to change over to Classic Rock. He would like to be live for a portion of the day; however, he will need a Classic Rock syndicator for the other parts of the day. He is considering ABC Classic Rock. Are there any other Classic Rock syndicators? Which one would you select? Thanks.
 
ABC is Citadel Media Networks now. They run a Classic Rock network known as "Rock U Radio," formerly known as "The Classic Rock Experience." But they also have their Classic Hits network "Greatest Mojo."
