If they were running classical on WNNH, it was probably for testing purposes. Generally, to avoid paying royalties during a test period, a station usually uses "public domain" material just to see if everything works. I would not be surprised if they have already filed a form with the FCC to operate the station for a certain period of time to avoid the "drop dead" clause. The clock would reset, giving them another 1 year to do "whatever" to finally get the sale of the station finalized and whatnot. Check the FCC database!
 
Why doesn't WPLM purchase WNNH? The WPLM signal has significant interference from WNNH's signal in northern and western suburbs of the market. Would WNNH prevent WPLM from moving its transmitter north?
 
methinks because WPLM probably doesn't have the money. A lot of operators don't, which is the problem. If this were 10 years ago, WNNH, WWHQ and WWHK would all have new owners by now.

I don't think WPLM could move north due to second-adjacent WCRB 99.5 Lowell.
 
B to B 2nd adjacents are supposed to be 74 miles apart if I read the chart correctly. This would keep PLM from going north or CRB from moving south any distance that would matter if I understand correctly.

As it stands right now, WCRB and WPLM-FM are 54.3 miles apart (go to fcc.gov; media; audio division including radio; fmquery; stations within a radius; enter 90 km and these coordinates: 42 - 39 - 14/ 71 - 13- 2).
