Clear Channel signs off in Santa Barbara

The following Clear Channel outlets in Santa Barbara will be Rincon Broadcasting stations as soon as the FCC says yes:

KTYD,KSBL,KSPE,KIST,KBKO,KTMS
 
It looks like KIST-AM is being spun off to some group called Santa Barbara Community Radio. Anyone know who they are or what their deal is?
