Clear Channel Youngstown's NEW FM

According to numerous media sources, clear channel has a construction permit for 100.5 FM W263CL (http://transition.fcc.gov/fcc-bin/fmq?call=w263cl ) . From the google map on the FCC database, the station will be located at the WNCD/WBBW transmitter site off of 680 in Youngstown.

My first question is will clear channel try to move the frequency to the now defunct W298BA 107.5 Boardman so they can go for a possible stronger signal in terms of coverage as there is no co-channel interference or do they stay at 100.5?

Formats:

WKBN simulcast: Based on how the core audience knows the format on 570, not likely
WNIO simulcast: With FM sports talk growing, this could help WNIO in the ratings.
24/7 comedy: This being a premium choice format and being a niche, I do not see it working.
country: With sister station WMXY running it and CC building a website:http://www.youngstownscountry.com/main.html this could be a cheap and easy way to launch a station.
ALT/modern rock: Like FM translator sister station 99x in Cleveland, this could fill a niche in the market.
Urban AC: With the demise of WRBP Jamz 101.9 a station that targets WENZ Z 107.9 audience while complementing KISS 95.9 would work well.
 
I have an HD radio and Monday I noticed that WMXY HD 2 is no longer country it was classical music.
 
All options except comedy are good options. What about mainstream urban? WENZ is mainstream, while WZAK is the AC of the Radio One bunch.
 
Smart money would be on a simulcast of WNIO, even as it was reduced to a 24/7 FSR outlet awhile back.

It would be kinda funny if they put on an urban format, given that, in the late 90s, Jacor/CC operated 101.9 as mainstream urban WBTJ "101.9 The Beat" when they briefly leased it from Skip. (After Skip got control of the station back, WBTJ was moved to 95.9, adjusted to a CHR format, and assumed the KISS identity.) And yes, it would cross promote well with KISS and run off of a subchannel somewhere.

24/7 Comedy is a decent niche channel on iHeartRadio, but it cannot sustain a 24/7 format.

And WKBN is the only remaining relevant AM signal in the market, and by far has the best signal out there. Why would it need a translator?
