With their current model of operation is ClearChannel following the FCC's guidelines for "broadcast localism" and acting as a "public trustee"? Licenses are granted to them to specifically to serve each community in which they broadcast.

The FCC is looking the other way just as the SEC did regarding the markets in years past. ClearChannel should be FORCED to spin off properties instead of acting in non compliance due to lack of funds.
