Cleveland LPTV Station involved in 'license swap'

On 6/12, WQDI-LD Canton has applied to move to Winslow, Arkansas, as well as the RF channel changing to 31. Vice versa, Channel 31 KPBI-CD in Winslow has applied to move its license to Cleveland and change its RF channel to 21 (similar to WQDI). This is also the same occurrence on a few other LPTV stations owned by DTV America, as well as KTV Media where stations' city of licenses and RF channels are getting exchanged.
 
KMQV-LD Rochester MN will swap with KFDF-LD Springdale AR
WQDI-LD Canton OH will swap with KPBI-CD Winslow AR
WCTZ-LD Bowling Green KY will swap with KFFS-CD Fayetteville AR

The city of licenses will actually be proper instead of "neighboring" cities, the "new" WQDI will be licensed to Cleveland instead of Canton, unlike the rest of the HC2/DTVA cluster.

No word on call sign changes yet.
 
They can't use RF 31. That would create way too much interference to WKBN in Youngstown. It will remain on RF 21 if approved.

My understanding is that HC2 wants Class A status for WQDI-LD, hence the swap. They previously filed to swap WQDI-LD's license with their own W23BW-D in Madison, WI, which also has Class A status.

WQDI-LD recently bumped their power from 5 kW to 15 kW. However, I've seen no noticeable improvement where I'm at. My main outdoor antenna picks up all their other stations, but WQDI-LD remains a no show. Heck, even the small power bumps that their other stations received several years back made a big difference in my reception, though just enough to keep the signal a bit more stable and above the decode threshold.
