And yes, the streaming audio is encoded just like the OTA signal, but with different encoding. I would imagine even stations with total line reporting still have separate encoding for the stream. But I could be wrong.

Of course the heavy headphone/earbud listeners that have meters don't have any of their earbud listening counted, which is why they have the headphone adjustment now.
 
And what is the headphone adjustment?
Many execs are not thrilled with Nielsen and aren't buying it because the high price is not offset by the agency buys.
And some are still unhappy with the people meter tech. Sure it shows what they hear but not necessarily what they listen to. But it lessens human errors.
Once in the mid 80s we asked to see the diaries for the Cleveland book and found one where the respondent wrote they listened to WIXY 1260, which by then had been gone for some time. ARB was going to toss it but we tried to persuade them it should go to us because we were playing the music WIXY played in the day, so the respondent was really listening to our station! Can't recall if they bought that but it did show the problems of the old diary system.
