CNX Radio with dead air, and now no carrier

Yesterday morning, I scanned past 103.3 CNX Radio to check what they are up to, and the carrier was on, but no music, then after I got hoem from work, I checked them out and they were off (they usually sign off at 6pm certain days, but this time they were off well before)

Also, I noticed the website doesn't currently mention the "low-power 103.3 fm" similcast. I'm wondering if they shut down due to a problem connecting to the live 365 broadcast (which seems to be where they get the FM feed). Then again, with all the storms lately I can understand if they wanted to avoid burning up equipment or maybe someone told them the the FCC regs for LPFM & part 15 and they shut down.

Then again, maybe they were forced off by uncle charlie, anyone heard anything?

I recently found an article from the Hartford Courant about the station and it was dated the same day I noticed them off the air, two things about the article, no mention of if the station is licensed or not, and the transmitter is down. Hmm, I know someone who could help resolve the second part.
