Fresno / Central Valley Coalinga - Proposal to Adjust FM Allocation Table

The FCC is proposing to adjust the 100.1 Coalinga allocation from Class B to Class B1. For a bit the frequency was used by the (in)famous D-KNGS. The allocation will remain a tough one to implement despite the downgrade to B1.

On July 10, 2020, the Media Bureau issued a Various Locations Order See Various Locations, Order, 35 FCC Rcd 6768 (MB 2020)(reinstating fourteen FM channels as vacant FM allotments located in various communities in California, Colorado, Iowa, Texas, and Virgin Islands) that amended the FM Table by adding vacant Channel 261B at Coalinga, California due to the cancellation of the authorization for FM station DKNGS, Coalinga, California. See William L. Zawila, Esq., Letter Decision, 35 FCC Rcd 196 (MB 2020)(revoking KNGS, KZPO, and KZPE authorizations and deleting the stations callsigns).

A recent staff engineering analysis indicates that vacant Channel 261B at Coalinga is short-spaced by 6 kilometers to FM station KMAK, Orange Cove, California. See Application File No. BLH-19900911KB. The minimum distance spacing requirement is 178 kilometers. 47 CFR § 73.207. The staff engineering analysis also indicates that Channel 261B does not provide the required city-grade coverage to Coalinga pursuant to section 73.315 of the Rules. 47 CFR § 73.315.
