Comcast doubling up on HD channels?

I noticed that Comcast has begun doubling up on local network stations in HD. Right now, we are receiving Fox 25 on 825 and 806, and we are receiving CW56 on 856 and 808. Are these two channels being moved to the lower number in an effort to move other channels to the higher HD number?
 
As of now, they are now ONLY seen on their lower number positions. They're probably doing this to make room for new HD channels that would make more sense on those channels, such as Nickelodeon HD, which would probably go on 825.
