Seeing as that's part of the Portsmouth, NH system, were the Maine channels only being carried since it's on the Maine side of the Piscataqua River? I note the lack of WPFO-TV (FOX) channel 23 of Waterville/Portland. I don't think it was on the air yet, to be fair, hence why FOX from Boston was being carried.

I see that. Actually, WPFO has been on-the-air since 1999, first as WMPX PAX and then changed to WPFO in 2003 when it got FOX so I'm not sure as to why it didn't carry it when Portland has had its own FOX affiliate via WPFO for five years by that point.
