Comcast or ESPN? Who is at fault here....

So all season I am told that the 3:30 ABC college football games will be shown either on ABC or ESPN/ESPN2 depending upon where one lives nationally. Most weeks the game that gets shifted to ESPN/2 is not available in HD, instead we get a feed of ESPNnews, all the while even the guide reads that it should be the scheduled game airing on ESPN. I have contacted Comcast, they blame ESPN for not supplying the feed. I contact ESPN and they blame Comcast for not choosing to give the feed to the customers. Who is most likely at fault?

(FWIW, I have very little use for either of these two entities. ESPN is trash outside of its live sports broadcasts and Comcast is crap.)
