Comcast Springfield pulling WTNH...

Gee I thought WHTX LP 43 was already on the air considering the fact that The Legal ID on WUVN channel 18 has been mentioning them for about a year now.

He means on the cable system, not on the air.
Yes, they are on the air. I can get them right now.

Yes, with DirecTV the "significantly viewed" channels were supposed to be in effect as of the beginning of November. I don't know if it ever happened. The significantly viewed areas are defined by zip code as determined by the FCC, so ultimately it's not up to the satellite provider to determine what channels they offer and where they are offered.
 
The New York City area cable/satellite systems also carry four PBS stations:

WNET-13
WLIW-21
WNYE-25
WNJN-50
