Commercials on Internet streams

I don't recall seeing anyone address this subject... Can anyone tell me why some over the air radio stations that stream broadcast their regular commercials online ... (WDJO Cincinnati for example since I've been listening to their great 128kbps stream) while many other stations insert PSAs and/or other commercials that don't get aired on their OTA signal (KOLA Riverside-San Bernardino, CA for example). I realize some of this might have to do with ASCAP, but can you explain the inconsistancy?
 
Since nobody has answered you, I'll step up.

Stations dumping their spots usually do so because they do not want to pay for the AFTRA fees that were set several years back for voice work that aired on the Internet. As a member of the union, it sounded nifty that a spot (local, regional or national) that was aired on a station's Internet stream was subject to additional talent fees. The stations and agencies agreed to the fee, but then simply never aired any commercials - instead rolling PSAs, endless promos and the like to cover. Other stations pay the fee or the agency pays it (more likely) to get the spot aired. Non-union work is not subject to any of this, but many stations dump the ads anyway.

I don't like commercials for the most part anyways but that's what makes the world go 'round on major stations. KMGJ Magic 93.1 and sisters in Grand Junction are another example that air local ads online.
