Companies only streaming 1 or 2 stations

I would like to know why some companies that own multiple stations in the same metro area stream only one or 2 of the stations and not all of them. Like Journal Broadcast Group streams all the Wichita stations except 104.5 the Fox. Mainline in Louisville only streaming the Max, etc. Do they consider a popular station people would want to listen online the most if they can't afford all? Maybe this question is better suited to them directly but always wondered this. It seems to happen with just a few companies.
 
It could be that out of all the formats they play, the one they are not streaming has a demographic of an older age group which they might assume doesn't know how to tune in to an internet stream, or even how to turn on a computer. That seems to be the case in Columbus, Ohio with NABCO. They have 3 stations, and their AM station which plays an Adult Standards format does not currently have an internet stream.
 
Yeah but Journal and mainline have CHR and Rock statons that they dont stream.
