OK...I am contemplating starting a net radio station and I want to have a decent studio but there are a couple of factors.

1) I do not have a lot of funds
2) I am not well versed in the process of paying for music royalties

So, what equipment is ABSOLUTELY essential to have for a quality sounding live stream internet radio station?
(include pc specs and programs as well if possible)
Where is the best place to purchase this equipment?
What is the most effective way to make sure that I am paying any royalties that need to be paid?

I know it is a broad question but I am starting from ground zero...thanks!

Everyone has different opinions about what makes a good sounding stream, but as regards royalties, best bet is to go through Live365 or Loudcity, both of which cover all royalties as part of your monthly payment.

Really I recomend starting off basic. My netstation first was a pc streaming live365, I have expanded, I have a Behringer Mixer, Behringer B-1 Mic, and two computers, one running prophet Player 101 and a 2nd pc for the encoding running simplecast. (now streaming via loudcity)
