The CBC and CTV signals being on cable in Upstate NY date back to the days when cable was first starting out and acted as the community antenna system as well as bringing in satellite channels as the technology became available. These two Kingston signals come in decently in Watertown, NY with an antenna and so early cable providers distributed them. The same is true in the Potsdam and Massena markets. But Ottawa's newer channels (global, etc) haven't been added there.
They are also still pulling in CBOT as an analog channel in Potsdam/Massena, despite the fact that CBOT has a digital signal and no plans of going back to channel 4 yet Time Warner hasn't switched to the digital signal. The ghosting and lack of channel in the digital tier is how you can tell. And with CBOT analog scheduled to be off next year, what will happen? I can't see them putting any money into these receiving these channels with the abundance of channels on cable nowadays, and I don't think people will care. After all nobody has made a fit about TWC not carrying Global, City, etc all of which are available OTA in the area from Ottawa.
