After the DTV transition, some markets will have lots of little LPTVs still in analog - they will lose viewers without a digital channel. Phoenix is one of those.
The concept:
Someone would apply for an LPTV digital station. In this narrative, the station will be called KXRH-LD (RF 45) 37.x (because KUTP will be mapping 26.x to 45.x, we'd need a different number).
Once KXRH-LD is licensed and built, it will lease its subchannels to local LPTVs that don't have digital signals, such as KPDF-CA. Say KPDF-CA, KTVP, and a startup without its own channel ("KPLT", we'll call it") lease channels. For a fixed amount of money per month and a % cut of ad revenue, KPDF 37.1, KTVP 37.2, and KPLT 37.3 could broadcast their own programs. The money goes to maintenance costs for KXRH-LD. Let's say KTVP builds its digital. They end their subchannel lease to KXRH-LD and the space is made available for another broadcaster. Once all stations in the area are digital, KXRH-LD would be sold and become something else.
