Couldn't any of these be used in at least urban radio mixshows, especially if Sean Kingston "take you there", Snoop Dogg "sexual seduction", and Outkast "Hey ya" made it to MAIN urban playlist??
 
Hot 97 NYC played i took the night by Chelly couple of times on their mixshows in the last six months.
 
I do wonder why is Hot 97 labeled "rhythmic" if they've dropped most of their rhythmic content again and sounds urban as of right now?
 
It was a dumb question, and I've read that somewhere before a "long time ago", but just felt like pointing out that observation. I wonder, though (real question), if your label does affect what you must play in any way? Do they have to play some extra rhythmic material than they truly want to because they are rhythmic labeled? Is this why they use Nicki Minaj & Eminem's hits that WHTA and WVEE wont touch?

In the case of WVEE, they will touch rhythmic material quite a bit to the point they have even pushed the envelope of being an urban contemporary. Back to your question, stations like WQHT is like the pre-2007 WPGC in DC, where they play some rhythmic singles in rotation (rarely is it a power rotation song though), but at the core urban. This has subtle effects on their playlist song choices, but not overtly.
