I had yesterday's press conference on in the background. Dr. Faucci was asked about governors not issuing "Stay at Home" orders. He said that the restrictions already enacted in those states are effectively the same.

I see Hubbard is donating $500,000 in airtime to local non-profits.

If they are giving PSAs, which is what an announcement for a non-profit is, they are doing nothing that is not expected of a licensee.
Putting a value on something that is an obligation is a bit too "promotional" at this time.
All stations should be making local PSA announcement time widely available.
I think they're putting a value on them because these were positions that would have gone unsold due to the virus.
