Could Internet stations encode for PPM?

I see that many streams show up in the ratings, sometimes with a decent cume. It would be great for the large Internet stations like Pandora to encode for PPM to see just how much market share is lost to Pandora. Another good example of an Internet station showing up in the PPMs is WWMX-HD2 showing up in the Baltimore ratings with a cume of 10,000. HD2s are for all intents and purposes Internet stations because no one has the HD radios. It would be interesting to see Pandora show up in every market and beat some stations.
 
Arbitron has been negative about tracking Internet-only stations via PPM. I agree that adding stations like Pandora to the mix would start to give programmers and managers an idea of how much of their lunch is being eaten by new media.
 
Arbitron is already tracking terrestrial stations streams in PPM markets because if you looked at the December numbers for Seattle several streams showed up on there...

The Cume numbers struck me because out of the three stations that showed up with streams the top streams cume was like 21,000 which I see as a number that my station could achieve by the end of 2011 because we are not very far behind them right now with zero advertising...

And I think many stations do feel some pressure from Internet only broadcasters in certain situations for instance in Seattle there is now just one Active Rock station and my station being Active Rock we appeal to folks who are looking for a change and it has fueled some healthy growth for us and I see that only increasing in 2011...
 
Radio has always tried to "play by the rules and bend them" with Arbitron. How many stations would have their jocks fib on the time (instead of saying it's just before 8 say "just a little past 8!") to get diary keepers to award them another 5 minutes more in a quarter hour? Or promote a feature or contest as coming up after 7:20?

PPM has changed things but programmers are still trying to work the system. Sadly, as the people meter has everyone wanting CUME rather than TSL, programming choices are drying up on the dial. More CHRs/Hot AC/Classic Hits squeeze out everything else and have more people turning to Internet radio or simply to iPods. A market with three or four of the same thing with different postioners helps no one -- except for new media sources that offer a bigger choice.
